Scott T. McCulloch Scholarship

The MFPE Foundation is pleased to announce the creation of the Scott T. McCulloch Scholarship to be awarded, starting in 2025, to public employee members of MFPE who plan to pursue additional education, training, or coaching to enhance their professional and/or leadership skills that directly impact unionism and personal involvement in the political process.

The Scholarship will be awarded twice yearly with a Spring applications due by March 15th and Fall applications due by November 15th. 

Scott T. McCulloch was a longtime MFPE member who started his career as a member of the Billings Education Association.  As a BEA member Scott took on several leadership roles including BEA President.  In 1993, Scott ran for the Montana legislature and served two terms.  Scott credited his union background, involvement, and training for his ability to run for and win a legislative seat.  

Following his service as BEA President, Scott began a 21 year career as a field consultant with the Montana Federation of Public Employee. Scott excelled in engaging and preparing local union leaders to meet the many demands and expectations of their roles.  He also served as Vice-President of the MFPE staff union, the Montana Staff Organization.  

Tragically, Scott passed away while at work on September 9, 2020.

Thanks to generous contributions from his fellow staff members, colleagues, and friends, the MFPE Foundation is now able to offer this scholarship opportunity.  In Scott’s memory and honor, it is intended to assist union members to pursue advancement and growth to better serve Montana, something Scott never stopped doing throughout his life.  

Scholarship Amount:  Up to $500.  Scholarship awardees must submit itemized receipts for all eligible expenses.   

Eligibility:  Awardees must be current members of MFPE.

Eligible expenses:  Tuition, fees, and travel expenses to pursue additional education, training, or instruction to enhance professional and/or leadership skills that directly impact unionism and personal involvement in the political process.

Application:  Interested members can apply by completing and submitting the application (see below or on-line at _________________) to the MFPE Foundation.  

Application Deadlines:  The MFPE Foundation will award Scott T. McCulloch twice every year and will accept applications according to the following cycle dates:

  • Summer/Fall Cycle: Applications must be received by the MFPE Foundation no later than 11:59 pm on March 15.  Scholarship awardees to be announced at the MFPE Annual Conference in April.    
  • Winter/Spring Cycle: Applications must be received by the MFPE Foundation no later than 11:59 pm on November 15.    Scholarship awardees to be announced by December 6 (Scott T. McCulloch’s birthday.) 

Scholarship Recipient Expectations:  Awardees will be required to submit a short, 1 page  description of the professional/leadership development coursework or training they attended and how it is impacting their current and future work.  Awardees may be asked to present the same information at an MFPE or MFPE Foundation meeting or conference, at MFPE or MFPE Foundation expense.
